Board Meeting Tuesday, November 5, 2013

Chairman Peterson called the meeting to order at 9:00 a.m. with the following members present: Commissioners Wilhelm, Reynolds, Oslin, and Tellinghuisen.
Approve the agenda as amended. (Wilhelm, Tellinghuisen; 5-0)
Approve the following consent agenda items: Approve Minutes of 10/15/13 Board Meeting; Review of Auditors Warrants; Set the 2014 monthly medical insurance contributions for non-union employees at 95% of the $15 co-pay plan for single coverage, and $850 towards family coverage, with the employee to pay the difference based on the plan selected; Approve a tobacco license effective December 1, 2013 through July 31, 2014 for The Good Life at Liberty Beach, in East Side Township; Adopt a Resolution granting approval of a Premises Permit Application for Princeton Jaycees; Approve acceptance of Statewide Health Improvement Phase 3 (SHIP3) grant funding of $150,000 with a commitment of 10% match, to include in-kind services, for the grant cycle 11/1/13-10/31/15 through an agreement with the Isanti-Mille Lacs Community Health Board; Approve filling a full-time grant-funded Health Educator position in Community & Veterans Services to implement SHIP activities; Approve purchase of gift baskets for foster care providers for a cost not to exceed $1,000; Approve purchase of gifts for children/adults placed into foster care, not to exceed $2,600; Submittal of monthly reports from various County offices; Approve execution of an Access Easement with Frank and Patricia Lehner to rectify a deficient casement executed in 2003; Authorize execution of the 2014 & 2015 Natural Resources Block Grant Agreement. Approve the creation of an account for donations made to the Project Lifesaver program, and authorize the Sheriff to administer the program. (Reynolds, Oslin; 5-0)
Add a part-time, intermittent Transport/Court Security Deputy position, not to exceed 14 hours per week and 67 days per year. (Tellinghuisen, Wilhelm; 5-0)
Approve execution of the contract with Pro West & Associates for the GIS parcel base map maintenance through December 31,2014. (Oslin, Reynolds; 5-0)
Approve the request by Shari Ripley and Ron Graves to amend the Conditional Use Permit for Rum River RV Resort and Campground on property generally located east of Highway 169 and west of the Rum River between 270th Street and County Road 20 (old Blossom Run Campground), Onamia, subject to conditions. (Wilhelm, Oslin; 5-0)
Approve the request by the Mille Lacs Band of Ojibwe for a Conditional Use Permit to convert the Budget Host Inn and Suites to a government building for office use, on property generally located at 40847 US Highway 169, Onamia. (Oslin, Tellinghuisen; 5-0)
Approve the request by Gerald and Judith Mullenbach for a Conditional Use Permit to allow an accessory structure without a dwelling on a lot in the Shoreland District, on property generally located at 46646 Earle Brown Drive, Garrison, subject to conditions. (Wilhelm, Oslin; 5-0)
Approve the request by Marty Sanders for a Conditional Use Permit to allow an accessory structure without a dwelling on a lot in the Shoreland District, on property generally located east of Edgewater Circle north of Harbor Drive, subject to conditions. (Reynolds, Tellinghuisen; 5-0)

DIVISION 5 SSTS
REQUIREMENTS
Subdivision 1 In General
Any structure used for human occupancy must have an adequate method of sewage treatment. Unless otherwise exempted, adequate method shall be defined as including both a sewage tank and drainfield. Provided that the equipment is properly installed and operational, exemptions to this requirement include:
(1) Those lots/parcels determined by a private sector MPCA certified and licensed designer that will not support an adequate method of sewage treatment will require a minimum holding tank volume of 2,000 gallons. This does not require consideration of a Type IV or V system. The design must be accompanied by a written narrative provided by the certified and licensed designer detailing why the parcel/lot cannot support an adequate method of sewage treatment.
(2) Detached accessory structures with plumbing and/or bathroom facilities
A minimum of one (1) 500 gallon holding tank is required.
(3) Privies, when allowed for recreational camping purposes per Sec. 1-164 (9) or in conjunction with (4)a below
A minimum of one (1) 500 gallon holding tank is required under a structure used for bathroom facilities.
(4) Remote, or low-water usage structure, or grey water systems
a. A minimum of one (1) 1.000 gallon holding tank is required for structures where well water is not available on site and is hauled in for use.
b. A minimum holding tank volume of 2,000 gallons is required for structures where the site does not have a constant electrical source, running water may or may not be available, and water usage is limited to less than 100 gallons per day.
(5) Legal Nonconforming. Private or Commercial Campgrounds
For legal nonconforming or newly permitted private or commercial campgrounds or RV Parks (five (5) or more RVs on a site), a minimum 300 gallon holding tank meeting manufacturers specifications for design and installation.

Approve the Minnesota Family Investment Program (MF1P) Biennial Service Agreement. (Wilhelm, Oslin; 5-0)
Close the meeting at 9:52 a.m., pursuant to M.S. 13D.05, Subd. 3(c)(3), to discuss right-of-way acquisition with the following present: Cmsrs Tellinghuisen, Wilhelm, Peterson, Reynolds, and Oslin; County Engineer Cochran; Assistant County Engineer Munson; County Administrator Traxer; and Personnel Director Herges. Authorize the County Engineer to purchase right-of-way for CSAH 4 from Greg & Carissa Kuntz as recommended. (Reynolds, Tellinghuisen; 5-0)
